NOlih Platte Basin Roundtable Meeting Minutes, May 22,2007

4

Bob asked Erin L. if she had gotten a call from anyone. She said no. There was
discussion about the list of key structures. Emphasis is on accurate data for the North
Platte.

Debbie Alpe asked about how the old data was made up, how the model was developed.
Bob talked about the database from division of water resources and how they sat down
with Sue P. and Caid Waldron and Bob P., and worked through getting water rights
correct and key structures correct. It was done by water commissioners and consultants.
Sue hasn't gotten a chance to go thorough it yet.

Kent talked about the task orders: non-consumptive uses, unappropriated waters, crop
coefficients. The roundtable will talk about crop coefficients next month. Kent
explained the unappropriated water task order and what he thought it was asking for.
Kent will let the Needs Assessment committee know the times of the meeting with Ted
Kowalski and Ray Alvarado, and anyone who wants to come to the meeting is welcome.
CDM might be coming, but Kent is not sure.

Sandy K. asked how many places are in basin where there is a discrepancy about who
owns the water rights. Erin L. can't speak to ownership on water rights; they are not
required to have that on file. Sue said some of the older rights are harder to track.
Depending on the ditch, some have problems, but some are nice and clean. Some may
require an attorney to figure out the water rights.

Kent talked about the email from Eric about a groundwater training (Groundwater
Institute). The IBCC public education committee will pay for one member from each
roundtable to attend this training, so they can report back to the roundtable. Kent said if
any member wants to go down, to let him know and the IBCC will pay for registration
fee. The training lasts two days. We don't have a lot of groundwater problems in this
basin, but if someone is interested in learning more, they are welcome to tell Kent.
Travel and lodging are not covered.

Kent asked Hal H. about Gunnison and if Hal had gotten a hold of Viola Bralish to ask
here if he could get his expenses to the Non-consumptive Needs workshop covered. He
. . M 24th
IS gOlllg on ay .

Kent asked for other issues anyone wants to bring up

Bob Plaska mentioned that Hal Simpson, the state engineer, is retiring; in the near ulture
we will have a new state engineer. Hal Simpson has been there for 13 years or so. Deb
asked if the new one will be appointed. Bob P said the new head ofDNR will decide
where they are hired from -inside or outside.

Kent asked if anyone knows about possible projects people might be bringing to this
roundtable.

Bob P. asked Paula B. what kinds of projects are going on the Colorado.
