<br />NOlih Platte Basin Roundtable Meeting Minutes, May 22,2007 <br /> <br />3 <br /> <br />Debbie Alpe asked Paula Belcher what other processes for approval were used on the <br />other roundtables. Paula talked about their process, which includes presentations, first <br />round approvals, and a checklist of criteria and guidelines. <br /> <br />Kent said the roundtable needs to go back and re-visit these criteria since there wasn't a <br />great deal of discussion formerly, as things were expedited at that time. Now the <br />roundtable needs to become familiar with those criteria for considering applications. <br /> <br />Kent asked for volunteers to sit down and work on that and report back to the roundtable <br />at the next meeting. Kent volunteered Debbie Alpe. Debbie agreed, but wants someone <br />else to bounce ideas around with. John Rich and Paula Belcher agreed to help Deb-they <br />will form a committee to work on the application evaluation process. Kent said that the <br />CWCB is meeting in Montrose today, and they will probably finalize the proposed <br />application process at that meeting. <br /> <br />Ty Wattenberg asked about who gets priority for projects (example: people living on the <br />Colorado river). Paula B. said their roundtable had three new applications presented on <br />the Colorado. She said that people favored projects where existing reservoirs could be <br />enlarged or improved, and where existing shareholders couldn't afford to pay for it. The <br />only application that was turned down was one which would have benefited the town's <br />tourism As money gets tighter, and more applications come in, we have to have better <br />ways to rank the applications, Paula mentioned. <br /> <br />Statewide account moneys are going to become more competitive, Kent said. He also <br />said if this Roundtable recommends a project for funding from the basin account, and the <br />proposal meets the threshold criteria, the projects would be funded out of the basin-wide <br />account by CWCB. All water supply reserve account applications have to go through the <br />roundtable. Discussion ensued about application evaluation process, and if this <br />roundtable would want projects to go to locals over non-locals, etc. Kent said that's why <br />the roundtable needs to agree on the application approval criteria, so we have those <br />questions answered before applications come in. <br /> <br />Kent announced that all agenda items for today have been discussed. <br /> <br />The education group at the IBCC level will have a website soon, Kent said. <br /> <br />Ted Kawolski and Ray Alvarado with the CWCB staff had some questions about the <br />roundtable's task order on the unappropriated waters from April 24th meeting's <br />discussion. Ted and Ray are coming up here on June 13th to meet with needs assessment <br />committee; Kent will let everyone know the venue and the time of the meeting. <br /> <br />Sandy Knox asked what the roundtable had asked to be explained. Kent said that the <br />roundtable wanted the unappropriated waters in this basin quantified by tributary and use, <br />so we know what is available for our needs assessment. <br />Bob P. passed on comments from April 24th meeting to Nicole, who passed on to Ray <br />and Ted about the CWCB interface. <br />
