<br />NOlih Platte Basin Roundtable Meeting Minutes, May 22,2007 <br /> <br />2 <br /> <br />Kent added that therefore, there are no presentations for today' s meeting. <br /> <br />Hal Hagen is going to talk about the non-consumptive workshop after he attends. <br />Southwest basin roundtable was not happy, because they didn't get the preliminary draft <br />for discussing until eight days ago. They want their own input into determining non- <br />consumptive basin use, but they feel they are being directed from the top-down. The <br />southwest is upset and stated that they were not sending anyone to the workshop. Kent <br />explained that he thought the purpose of the workshop was to develop a process and a <br />strategy to be used by all basin roundtables to determine what their non-consumptive <br />needs are. Discussion about the non-consumptive process and the upcoming meeting <br />ensued, as well as discussion about the SWSI II technical roundtable. <br /> <br />The water needs assessment committee report from the April 24 meeting was reviewed- <br />Kent presented a letter from the town of Walden stating that the town requests a task <br />order to do this work. Kent took the needs assessment language to come up with a draft <br />task order letter to be approved by the roundtable. If the letter is approved, Kent will sign <br />it and send it to Eric Hecox to be considered as a task order request. Roundtable <br />members read the letter. Dirk Ramsey asked Sue Petersmann what she found out about <br />the town's water rights. She replied that the transferred water rights are municipal. They <br />were old irrigation rights transferred to municipal (one CFS from the Hi-Ho). Sue talked <br />about how it's hard to get cfs when the river is low, and the structure is in need of <br />updating. <br /> <br />Kent asked for a motion to approve the letter for task order. <br />Sandy Knox motioned to accept, Tom Hackleman seconded the motion. <br />The motion was passed. <br /> <br />Kent talked about the water supply reserve account applications. The roundtable has not <br />gotten any applications as of yet. The roundtable has to approve all applications before <br />they go on to the CWCB for the water supply reserve account. When applications are <br />developed, they will come before this group to be voted up or down. Minority opinions <br />can be expressed, so Kent asked the roundtable to think about how they will fairly <br />consider these applications. The very first application to come to this roundtable may be <br />from Ducks Unlimited. Kent talked about how the roundtable has already discussed <br />using the criteria and guidelines developed jointly by the IBCC and CWCB to consider <br />applications. Kent will get copies to everyone that doesn't have these criteria. Kent <br />thinks that the N. Platte roundtable agreed to use same guidelines as those developed by <br />the IBCC and CWCB. The Roundtable needs to make sure these guidelines are official <br />and recorded to what guidelines they are going to use. When the State or IBCC office is <br />asked, they want to be able to tell people what the roundtable is going to consider. There <br />is a lot of money involved, and there could be a lot of apps in the ulture. <br /> <br />Debbie Alpe asked if the roundtable made a motion or not. Kent can't remember. He <br />knows it was discussed at a former meeting, but will have to look at past minutes. Every <br />other basin has already had applications to consider, N. Platte hasn't. <br />
