<br />NOlih Platte Basin Roundtable Meeting Minutes, May 22,2007 <br /> <br />5 <br /> <br />Paula mentioned: reservoirs, watersheds, fish ladders, and a kayak park (the kayak park <br />got turned down). The state engineers also needed to upgrade spillways (u\1lding studies <br />to check on feasibility or actual work) <br />Erin L. said that Bear River Reservoir Company is going to apply for a seepage project <br />on Stillwater reservoir. <br /> <br />Sue P. mentioned dredging out reservoirs up here to get their capacity back. A lot is <br />silted in on the bottolll. We may not be using the water we think we are due to silting, <br />she said. NRCS came in the 60s to check them, but nothing has been done since then. <br />The roundtable cannot apply for a project, so someone else has to come in with an <br />application. <br />Tom Hackleman asked about Meadow Creek Reservoir's capacity-could something like <br />that be improved. <br />Kent said the Michigan River Water Conservancy District could apply for moneys. <br />They've never been able to release all the water that is decreed out of that reservoir. Tom <br />Hackleman can call Jimmer Baller and talk to that district about a possible project. <br /> <br />Kent said we need to do projects for water users in this basin. <br />Criteria came up again. <br />Any individual can apply, Kent thought. Sandy K asked if projects have to be beneficial <br />to the basin as a whole or just the individual. Sue talked about free return and how a lot <br />is indirectly beneficial. Sandy asked if individual ranchers would be eligible for projects. <br />Kent said those questions would come back to the roundtable's criteria, which needs to <br />be decided. <br /> <br />Marsha P. asked about how the community has been educated as a whole on these issues, <br />and that projects are available. Kent said they really haven't. IBCC does have an <br />educational component that has been working to educate the public. Deb Alpe said we <br />will have a speaker at HayDays talking about opportunities. Marsha talked about <br />possibly having newsletters. <br /> <br />Sandy K. asked about application process and if there are any stipulations placed on <br />accepting money. Kent didn't know. Deb A. thought maybe someone could write a <br />project proposal to cover a few reservoirs at once. All this discussion came back to the <br />roundtable needing criteria and guidelines for applications. <br /> <br />Marsha suggested having a working meeting to come up with marketing and criteria for <br />applications. Kent said he thought brainstorming has been done previously, and it will all <br />come back to the guidelines committee, who will come back at the June 26 roundtable <br />meeting and talk about it. In the meantime, everyone should go back and look at <br />guidelines and criteria. Hal H. said it was July 12, 2006 when guidelines were adopted <br />by CWCB(?). Sandy K suggested contacting some ranchers. Kent said criteria should <br />be established first, before marketing is done. <br /> <br />Deb Alpe asked about the CWCB loans covered at the April 24, 2007 meeting. <br />
