<br />North Platte Basin Roundtable Meeting 4-4-06 <br /> <br />discussion as part ofHB 05 1177 process, the foundation agreed to supply <br />notebooks to all roundtable board members. A comprehensive notebook of water <br />education materials was distributed to all members and is much appreciated by <br />all. <br /> <br />North Platte Roundtable Bylaws Continued <br /> <br />. Article V on Roundtable Leadership looks fine. <br />. Article VII, Section 6 regarding definition of Quorum. Should we allow voting <br />via email if members are unable to attend meetings? Some members do not want <br />to include email voting, so we will not use email voting. A long discussion took <br />place regarding how many members should constitute a quonlln. General jest of <br />the discussion was to strike a balance between having few enough members <br />required so as not to hold up progress of Roundtable efforts and ensuring enough <br />members are present to represent all perspectives when decisions are being made. <br />Discussion considered quonnn numbers as few as 3 and as many as 8 members of <br />our board of 15 voting members to set definition. Dirk Ramsey moves to define a <br />quonnn as 8 voting members of the 15 member board. More discussion ensued <br />till Carl Trick makes compromise motion to define a quonnn as 5 voting <br />members. Dave Meyring seconds motion. Motion passes. <br />. Question and discussion about IBCC patiicipation and why no substitutes were to <br />be used in place of designated representatives. <br />. Discussed need to incorporate roundtable representation from the Laramie River <br />valley in Colorado that is also part of the North Platte Basin. Kent has asked Eric <br />Hecox for contact information for the Laramie Rive water conservancy district. <br />Group agreed that is will be good to add in that member. <br /> <br />Rick Wyatt moves to ratify the North Platte Roundtable Bylaws as appended. Sandy <br />Know seconds motion. Motion passes. North Platte Bylaws become valid and binding <br />14 days from this April 4, 2006. <br /> <br />North Platte Basin Water Needs Assessment <br />Kent asked members if they have looked at the SWSI material on the North Platte. <br />Several members are familiar with SWSI work and have looked at the reports. Kent and <br />Carl encourage members to become familiar with what that assessment says. Our <br />Roundtable does have to do a basin wide assessment of water needs. Once IBCC Charter <br />gets into legislative hopper, it is hoped that legislature will approve it quickly. There is <br />speculation that the legislation may include u\1lding to do ulrther water needs research. <br />Regarding research efforts, question was raised regarding fact that no roundtable member <br />can receive u\1lding for their services on the roundtable. It was noted that contract work <br />would be considered a different service separate from that as a roundtable member. It <br />was emphasized that SWSI reports definitely provide a good foundation from which to <br />begin our water needs assessment. <br />
