These are not intended to be absolute principles to be followed, but <br />are meant to guide and inform process. Some people wanted to wordsmith these a <br />little, but group decided to leave language the same. IBCC did add disclaimer <br />that these principles are to inform and guide. <br />. Opposition to use of consensus is that it isn't defined or qualified. <br />. Intent of the Charter is only to ratify compacts or agreements. Other decisions <br />will be guided by the Charter by-laws. <br />. Question regarding Article IV, Section 2 regarding IBCC discussing and <br />addressing economic and environmental impacts. What about other water uses? <br />Could easily make a case that many uses fall under these two categories. Kent <br />and Carl were confident that they don't think any issue would be thrown out <br />because these two words were the only ones used. <br /> <br />John Rich makes motion to accept the Draft Charter as presented. Rick seconds. Accept <br />with the comments made today. It was ulrther noted that the North Platte Roundtable <br />gives Kent and Carl the discretion to approve language changes that may be discussed <br />during the IBCC conference call, provided there are no significant changes to the spirit <br />and intent of the Draft Charter as presented and discussed today. Motion passes. <br /> <br />North Platte Roundtable Bylaws <br />Comments regarding the North Platte Roundtable are as follows. <br />. Article II, regarding the goals and objectives, we initially took out many of those <br />listed in the original suggested bylaws template and after discussion have decided <br />we really ought to add them back in to our document. <br />. Discussed adding "to a reasonable degree" to goal "promote the conservation of <br />the natural environment." What does that mean? Doesn't necessarily mean <br />environment over people. . . but sometimes it is the interpretation. Everyone's <br />values are different. Group decided that it seems "reasonable degree" is implicit <br />to everything. <br /> <br />** At this point in the meeting, we paused in the agenda in order to address board <br />membership and to recognize a guest from the Colorado Foundation for Water Education. <br /> <br />. Dina Bennett has expressed interest in serving as a voting member of the North <br />Platte Roundtable as a representative of the environmental community. Carl <br />Trick made motion to accept Dina, John Rich seconded motion. Motion passed. <br />. Kent has spoken with Glen Colton, who is interested in serving on the roundtable <br />but lives in Ft. Collins. HB 05 1177 requires roundtable members to reside within <br />the basins. Non-voting members are welcome and encouraged to be active <br />patiicipants in Roundtable meetings. Kent shares letter to Mr. Colton from Eric <br />Hecox. John Rich makes motion to approve Glen Colton as a non-voting <br />member, Dirk Ramsey seconds motion, motion passes. Kent will contact Mr. <br />Colton to notify him of the next meeting. <br />.
