Carl noted that it is very important that all the Roundtables have buy-in before <br />the IBCC accepts the final version of the Charter. Kent and Carl emphasized that <br />whatever the North Platte Roundtable members suggest, they will report. <br /> <br />Comments regarding Draft Charter are as follows: <br />. Kent noted a few typos and language that had been noted by other IBCC members <br />related to Article VII in the Draft Charter. <br />. Clarification was requested regarding Article IX, Section 4. It was noted that the <br />IBCC must vote to make the decision to shift from the "seeking broad support" to <br />the "voting" mode. If collaborative decision is not made, IBCC vote will require <br />a 75% majority to make the decision making mode shift. Also requires that one <br />or more representatives from all Basin Roundtables must be present at the <br />meeting at which the vote to shift takes place. Kent and Carl provided <br />clarification regarding how the IBCC decision making would proceed. It was <br />suggested that the "one or more representatives" required as stated in Section 4 <br />also be included in Section 6. <br />. Kent then noted the challenges of developing Article IX and reiterated that the <br />IBCC has had lengthy and exhaustive discussion on this section. The group has <br />careuJlly set up the whole process to be inclusive and to enable the IBCC to move <br />forward. <br />. By definition, the IBCC is not operating by consensus. <br />. If a decision involves an IBCC member's basin then that basin's representatives <br />must be there. Decisions cannot be made when basins are missing. <br />. Aliicle IX emphasizes that the purpose of the IBCC is to thoroughly discuss and <br />become educated on issues before making decisions. <br />. Article III, Foundation Guiding Principles were initially developed by think tank <br />groups such as Club 20 and others. During the IBCC meeting it was recognized <br />
