April 2, 2007

Marc Catlin added that Harris Sherman and his administration were committed to seeing the process
work. He was encouraged, but cautioned the group that money would be the issue. He had the
impression that the Ritter administration would like to give some direction to the IBCC, and then the
IECC to the Roundtables.

Steve Glazer mentioned that CDM was organizing a workshop to develop strategies for dealing with
the non-consumptive water issues throughout the State.

Keith Catlin said that the first round of applications were not meticulously scrutinized but wamed
the group that it will get more difficult in the future.

Ralph Grover then said he distributed a copy of the GBRT Project Selection Guidelines to the GBRT
members. Michelle Pierce asked if anything needed to be changed in the guidelines, and Ralph
indicated there would be some changes.

Bill Trampe said that the scheduled IBCC meeting was changed to correspond with the June 18
meeting in Montrose with West Slope Roundtables. He also mentioned that the GBRT is to host the
IBCC on August 6 and will make a presentation to the IBCC.

Report from the Educational Committee
There was no report from the educational committee.

Report from the Black Canyon Quantification Committee
Hugh Sanburg reported that the committee had not met since the last Roundtable meeting. John
McClow said there were two settlement conferences scheduled in an effo11 to come to some
agreement on substantive issues. By June 29th there will need to be an agreement or the case will be
scheduled for trial.

1. North Fork River Improvement Association (NFRIA)
Jeff Crane of the NFRIA presented information regarding their grant request for the
rehabilitation of two existing river diversion head gates in the North Fork.

2. Gunnison Basin Water Needs Assessment
Tyler Mmtineau discussed a memo dated March 28 (incorporated and attached as Exhibit A). He
complimented the NAC for their efforts. He mentioned that he had met with Mike Gross on
March 1 to review and assess the task list. The GBRT members reviewed the documents
provided by Tyler and discussed how to proceed with the other 12 tasks. Michelle Pierce said
she would include this issue on the next agenda.

3. Project Selection Guidelines
Ralph Grover said the committee had met by phone the third week in March. They reviewed a
revised proposal from the Overland Ditch Company and recommended approval by the GBRT.
The project could not be approved for recommendation to the IBCC for lack of a quorum. Marc
Catlin told the group that he was disappointed with those who don't show for the meetings and
that the GBRT owes it to the water community to more diligent and responsible.

3
