<br />Draft <br /> <br />Bill Trampe stated that the voting would begin at the far end of the sheet on the wall <br />listing the applications. <br /> <br />Director George indicated that his staff can help with the secret ballots or the group could <br />designate someone else. He also indicated that there were refreshments at the back of the <br />room. <br /> <br />Mike Berry asked for clarification about the differences between the lists posted on the <br />wall and the lists that had been provided to the roundtable members. Individuals <br />appeared on the wall that were not on the list in front of the group. Director George <br />indicated that requests for nominations could be taken from the floor. <br /> <br />Ken Spann moved that Eric Hecox and Frank Kugel, the Division Engineer, count the <br />secret ballots. 2nd?? Passed. <br /> <br />David Gann, from the audience, asked where individuals needed to own water rights. <br />Bill Trampe stated that he believed they should be within the basin. Director George <br />indicated that the legislation was silent on the location of the water rights but that <br />applicants must be residents of the basin. <br /> <br />Bill Ferguson moved that only water rights within the Gunnison Basin qualified. Ralph <br />Grover seconded. <br /> <br />Mike Berry stated that this was by an individual or a representative of an organization. <br />The consensus was that was what the legislation allowed. <br /> <br />The motion passed. <br /> <br />Environmental At-Large Appointment <br /> <br />Bill Trampe opened the floor for environmental at large applicants. <br /> <br />Director George stated that this one of the five designated seats had an additional limiting <br />factor. Environmental candidates needed to be nominated by recognized environmental <br />group that had been in existence for at least five years. This could be a local, state or <br />national group. The roundtable needs to ensure that applicants for this seat are qualified. <br /> <br />As no additional candidates requested to be added to the list, Bill Trampe requested each <br />of the two listed present. <br /> <br />Randy See went first. Mr. See is a graduate of CSU and has been involved with water <br />resources his entire career. He is applying as a representative of Western Colorado <br />Congress but has also been endorsed by High Country Citizens Alliance and Trout <br />Unlimited. He is very supportive of this grassroots process. <br /> <br />5 <br />
