<br />Draft <br /> <br />John McClow moved that the voting take place by secret ballot. Jim Hokit seconded the <br />motion. <br /> <br />Steve Allen state that he did not agree with using secret ballots. He believes that the <br />individuals present were selected as representatives and should not be afraid to openly <br />discuss their views. <br /> <br />Someone called the question. The motion passed. <br /> <br />Director George asked for clarification of the 2/3rds majority on the votes. <br />Jim Hokit stated that he thought the 2/3rds was to apply to the Interbasin Compact <br />Committee selections. Bill Trampe clarified that his intent at the September meeting <br />was to apply to have that apply to this process. <br /> <br />Ray Werner asked how the secret ballot process would work. Director George stated that <br />each member would vote on each selection one at a time. For the last five seats, this <br />could be done several different ways - for example the group could knock of the lowest <br />votes or take the top. He counted 20 members present today, so to be appointed an <br />individual would need 14 votes. <br /> <br />Ken Spann indicated that they should give the folks who did not submit applications the <br />opportunity to add their names on before each vote. Mr. Spann then moved approval of <br />second round appointments by category by 14 votes of those present, subject to any late <br />arrivals of roundtable members not here. Each candidate would be given 2 minutes to <br />address the roundtable. Craig Meis seconded the motion. <br /> <br />Bill Ferguson requested that they add to the motion that is 2/3rds is not attained, the top <br />two then will be voted on to try to attain the required 14 votes. Ken Spann and Craig <br />Meis accepted the amendment. <br /> <br />Mike Berry said he understood this process for the first five, but what happens for the last <br />five. Bill Trampe suggested that the motion specify that this process is for the first five. <br />Ken Spann and Craig Meis accepted the amendment. <br /> <br />The motion passed. <br /> <br />Thomas Alvey (??) suggested that for the last five, each roundtable member writes down <br />five and those receiving 14 votes would be appointed. Dennis Steckel stated that after the <br />first five, the group should look at the issue of water rights and how many additional <br />water rights holders are needed before proceeding with all those interested. <br /> <br />Ralph Grover moved that the group go through the process for the first five and then open <br />it up 6 to 10 for water rights holders.
