<br />Draft <br /> <br />Tyler Martineau asked whether there could be an overlap between the designated at-large <br />members and the water rights holders. <br /> <br />Russell George stated that the common interpretation of HB 1177 is that overlap is <br />allowed and only five of the ten need to be water rights holders. He then indicated that it <br />was up to the roundtable to decide how it desired to allow the at-large appointments to <br />proceed because the statute lends itself to interpretation. <br /> <br />Tyler Martineau asked if the roundtable wants to decide on the interpretation, and <br />whether the group shared Dir. George's interpretation. <br /> <br />Tom Huerkamp stated that he believed first five should be selected and then all the <br />interested applicants would go back into the pot for the next five. <br /> <br />Russell George stated that some applicants are only interested in specific spots, not <br />general ones. He recommends that if applicants do not get selected for the specific spot <br />they applied for that they can then let the group know if they are interested in a general <br />one. <br /> <br />John McClow stated that there would also be the issue of ensuring five owned water <br />rights out of the total after the initial five appointments were made. <br /> <br />Michelle Pierce asked for clarification application of Hugh Sandburg. She was <br />wondering if he was applying for the agriculture or the industrial seat. <br /> <br />Mr. Sandburg indicated that at the time he submitted his application he had only checked <br />agricultural but since that time he had been approached by mining interests to apply for <br />the industrial representative. He is a graduate of the Colorado School of Mines and <br />believes he is qualified to fill either seat. Director George indicated this was a good <br />example of how individuals can fit more than one seat. <br /> <br />Ralph Grove asked what happens if the group does not come to agreement today. <br /> <br />Director George responded that he needed to push the group along. He desires to have <br />the Interbasin Compact Committee meet before the end of the year. While he will not <br />have the meeting until all the basin representatives, including the Gunnison Basin <br />representatives, he is going to push the decisions along. <br /> <br />Bill Trampe stated that he does not want the Gunnison Basin left behind. Another basin <br />has finished all of its appointments, including approving its by-laws and selecting its <br />interbasin representatives, and is now actively campaigning for gubertorial spots. <br /> <br />Tyler Martineau asked how the voting was going to take place. Ralph Grover stated that <br />he understood from the Arkansas Basin process, that secret ballots were used. He stated <br />that this is a public process and he was not certain if they wanted to do secret ballots. <br />Director George stated that all of the other basins have used secret ballots. <br /> <br />3 <br />
