The motion <br />passed. <br />Approval of Minutes of Meeting of September 19, 2005 <br /> <br />Mr. Trampe requested discussion on the minutes from September 19,2005 as circulated <br />by the Department of Natural Resources. <br /> <br />Tyler Martineau indicated that he had several additions of items not reflected in the <br />minutes. First, at the September meeting the group had discussed appointing at-large <br />members would be done with a 2/3rds vote, in consultation with Director George. <br /> <br />The consensus was that such a discussion took place and should be added to the minutes. <br /> <br />Ken Spann stated that there was also a discussion to meet November 8th in Montrose and <br />thereafter the meetings would always be in Montrose. The group's consensus was to also <br />add this into the September minutes. <br /> <br />Ralph Grover stated that the group also requested the meeting time be from 5:00 pm to <br />7:00 p.m. instead of 6:00 p.m. to 8:00 p.m due to travel lengths for some of the <br />membership. <br /> <br />Tyler Martineau stated that there was discussion that the deadline for at-large candidates <br />would be October 17th to Division of Natural Resources in-order to give the members <br />time to review the applications. Discussion followed that while this was discussed it was <br />not made clear that applications would not be accepted at the meeting. The consensus <br />was to have minutes reflect that such a discussion took place, but to allow for <br />consideration today of applicants received after the 17th. <br /> <br />Thomas Huerkamp moved to approve minutes as amended. Michelle Pierce seconded. <br />Motion passed. <br /> <br />Selection of At-Large Members <br /> <br />Confirmation of the Selection Process <br /> <br />Bill Trampe opened the floor for comments by Russell George. <br /> <br />Russell George stated that while he does have some comments on the process, the <br />decisions are the roundtable's. He continued by stating that this afternoon, 10 at-large <br />seats needed to be filled. Copies of HB 1177 were provided and the at-large seats to be <br />filled are discussed on page 6. There are five designated seats for the following (1) <br />environmental, (2) recreational, (3) local domestic water provider, (4) agriculture and (5) <br />industrial. Five of the ten at-large seats need to be water rights holders. Director George <br />recommends that the group do the first five designated seats and then discuss the <br />remaining five. <br /> <br />2 <br />
