Draft

Mr. Trampe stated that while the votes were being counted, he would like the group to
discuss by-laws. The group needed to work on the formation of these and the timeline.
They all had been given a sample set of by-laws.

Tom Huerkamp asked whether everyone could comment on the draft version and work
on this at the next meeting.

Bill Trampe stated that the group should keep in mind that ten new people will be part of
the process from here on.

Director George stated that the draft by-laws have parts that were intentionally left blank
so as to be completed individually by the basins. The group could form a committee to
work on this and bring back recommendations to the group at its next meeting in two
weeks.

Michelle Pierce suggested that they take volunteers for the committee. Olen Lund and
John McClow volunteered.

Bill Ferguson suggested that all individuals also review the draft by-laws and be prepared
to provide comments. Tyler Martineau said that it would be helpful to have a report from
the committee prior to the meeting. Director George stated that they could put any
documents that the group wanted distributed on the web. Michelle Pierce stated that she
would like to see this go out to the group by a general email to all roundtable members.
Staff from the Department of Natural Resources indicated that was possible to do.

Non- Voting Applicants

Bill Trampe indicated that they had some applications from a non-voting applicants.

Director George wondered if the group would like its new members to be part of the
selection of the non-voting members. This could be left open until the next meeting.

Bill Trampe asked that non-voting applicants present give a presentation to the group.

Steve Harris and Kenny Smith with the Southwestern Water Conservation District and
the Dolores Water Conservancy District were present and requested consideration for on
of these seats. Mr. Harris stated that they would like to share the seat because it would be
hard to ensure that one of them would always be available to attend the meetings. Both
entities had contracts with the BOR and have a great interest in the basin because how the
Aspinall Unit is operated affects their projects.

Bill Ferguson moved that the non-voting applicants not be voted on today. 2nd?? Motion
passed. The group agreed to accept additional applications for these positions through
the next meeting.

Eric Hecox announced that Marc Catlin and Dixie Luke had each received 14 votes.

12
