Draft

Ramon Reed stated that he is a citizen interesting in representing citizens of the basin. He
has lived in Pitkin for 28 years. He was the mayor there in the early 1980s and dealt with
water matters for them. He is a member of Gunnison Basin P.O.W.E.R, which is an
organization focused on protecting the waters of the Gunnison Basin. He currently serves
on the Gunnison County Planning Board and is a past Board member of the Upper
Gunnison River Water Conservancy District. He stated that the majority of the
population does not own water rights or fall into the first five categories. The public
interest should be represented by a citizen.

Mike Berry asked if the roundtable members could nominated someone who was not
here. Director George stated that he felt to be consistent anyone could add someone to
the list.

Ralph Grover moved that roundtable members could add nominations. Greg Clifton
seconded. The motion passed.

Mike Berry nominated a representative from Redlands Water and Power. Jim Hokit
seconded the nomination.

Susan Brownson arrived and asked to be added to the non-water rights holder list. She is
involved with citizen outreach and a planner. She is a licensed attorney in Arizona, so get
legal issues even if she does not have a strong water rights background.

Tyler Martineau asked if anyone from Redlands had indicated the desire or qualifications
to be on the list. Mike Berry indicated that no one had spoken to him. Ray Werner stated
that he had spoken to the Redlands President about this and he had indicated to him that
he would be interested in this. Discussion followed about whether Redlands had been
contacted and if they were represented in the Colorado Basin. The consensus was that
they had been contacted by several different entities regarding this process and that they
were not represented on the Colorado Basin roundtable.

Ralph Grover asked if the roundtable could add additional seats. Director George
thought this could be done in the basin's bylaws.

Ken Spann asked if Redlands would qualify as a non-voting member. His concern is that
no one showed-up today despite various efforts to contact them. The consensus was that
they would qualify as a non-voting member.

Bill Trampe stated that they would proceed to voting. Each member should vote for five
and those that receive 14 votes will be appointed. Redlands has been submitted as an
applicant so will not vote on the nomination, instead vote on them as one of the potential
nominees. The roundtable voted & the votes were collected.

By-Laws

11
