Must be approved by all RTs.

Carlyle Currier:

Chips Barry made the recommendation that we should leave any existing projects off the
table. Discussion followed. Should the Colorado River Basin be involved in these issues?

Chuck Ogi1by: Don't let Denver divide and conquer and do negotiations one-on-one with
different basins.

Stan: We need to end up in this process by telling Denver, "this is what you get, and no
more ever, and these are the conditions."

Doug Scott, Mayor of Cherry Hills and Chairman of Metro R T and IBCC representative,
has a background in treaty negotiations.

We can't talk about any substantive water issues until the Charter and Bylaws are agreed
upon and approved by the Legislature.

All underlined language in Bylaws and Charter are from the statute HB 1177.

These will be approved by July 1,2006.
