<br />The 1944 Treaty gave 1.5 million to Mexico and 16 million was allocated to the Compact. <br />The Upper Basin and the Lower Basin each contribute 750,000 acre feet toward Mexico's <br />allotment. In 1922, the Colorado River Compact participants knew there would be a Mexico <br />treaty obligation. <br /> <br />Colorado will always have to deliver 65% of the water that originates in Colorado to the <br />Lower Basin states. <br /> <br />7.
