A lot of basins do not have a good grasp of their needs. <br /> <br />Rita Crumpton (Manager for Orchard Mesa Irrigation District, Grand Junction): She was <br />appointed by the Governor to the IBCC. She wants to get people thinking outside the box. <br />Rita personally wants to see a needs assessment from each RT. HB 1177 considers water a state <br />resource, not a basin resource. This has to come from the ground up-fi'om the basins. <br /> <br />Carlyle Currier: We need input from this RT on what type of projects we should support. For <br />example: (1) a small irrigation reservoir owned by some farmers that only benefits a few <br />farmers; or (2) a new project to benefit a wide group of people; or should there be matching <br />grants or loans for a project. <br /> <br />The money can go to replace aging infrastructure that wastes as lot of water, or for studies. <br /> <br />Alan Hamill (Arkansas RT and IBCC representative): The question is how to use the money for <br />statewide benefit. <br /> <br />Kathleen Curry: The Colorado Basin R T should ask for equitable distribution of the money: <br /> <br />Grants vs. loans <br />Studies vs. construction <br />Cost sharing <br />Ability to pay <br />Limit on individua110ans <br /> <br /> <br />All of these things came up <br /> <br />Bill Trampe (Colorado River District Board President): We need a statewide vision of water <br />needs. Priority and guidelines should take into consideration what each basin thinks the future <br />goals should be. Need to determine what we want Colorado to look like in 40 years. <br /> <br />Dr. John Redifer: How to get bottom up participation: <br /> <br />CWCB - 3 members <br /> <br />} <br /> <br />Take it to the R Ts and get an input package, <br />Create a set of guidelines for consideration by the <br />full IBCC and CWCB. <br /> <br />IBCC - 3 members <br /> <br />This is the most effective way to get guidelines. <br /> <br />8. Reports from Other Basin Committees <br /> <br />Alan Hamel (Arkansas RT): 54 voting members in Arkansas RT. It is a large area with diverse <br />interests: agriculture, municipal, fisheries, and rafting. We are still getting to know each other. <br />Upcoming educational programs are: Next month a revisit by SWSI on needs assessment; Dr. <br />James Pritcher: Impact of agricultural economy and in July the Division Engineer on <br />agricultural efficiency and its impact on Compacts. <br /> <br />Eric Wilkinson (South Platte RT): We meet every six weeks and have 50 voting members.
