<br />The IBCC is a political mechanism to build up support; it is not mandatory. <br /> <br />House Bill 1400 was written so legislature cannot amend the IBCC Charter. The charter is a <br />non-statutory part of the Colorado Revised Statutes-it was attached to the bill. Either the <br />legislature approves or disapproves the Charter; it can't wordsmith any parts of it. There will be <br />a funding piece attached to the bill. <br /> <br />Eric Hecox <br /> <br />There are two bills cUlTently in progress: <br /> <br />SB 179: $10 million per year for four years to implement processes and agreements that come <br />out ofIBCC process. <br /> <br />HB 1400: $1.2 million to run the IBCC program. It would pay for studies, and provide the <br />resources required to run monthly IBCC meetings. <br /> <br />Chuck Ogilby <br /> <br />The original Charter said that water storage projects were to be the last resOlt. In Charter III /3, <br />page 2, it now says, <br /> <br />"Additional water storage should be pursued through the improvement and <br />rehabilitation of existing structures and the development of new structures. These <br />activities should be accomplished with local consensus." <br /> <br />This did not get changed by IBCC. When the six Metro counties joined the 58 counties <br />that put together the guiding principles, the tone changed and Part III (3) was changed to <br />its CUlTent wording. <br /> <br />Karla Brown Outgoing Executive Director of Colorado Foundation for Water Education <br />(CFWE) <br /> <br />CFWE was created by the legislature in 2002 as a non-partisan water information <br />organization.
