<br />IBCC Colorado River Basin <br />Minutes of Meeting on April 24, 2006 <br /> <br />1. Approve Minutes from March 27, 2006 Meeting. Minutes were unanimously approved. <br /> <br />2. Four years ago the Water Conservation Board in the State Engineer's office prepared an <br />inventory of every conditional filing, including maps and CD of all potential reservoir sites <br />in Colorado. <br /> <br />Harley Jackson: It was a compendium of reservoir sites out there. Critical issue was to get these <br />secured. <br /> <br />Dave MelTitt: The problem is that land use has changed since the list was compiled. <br /> <br />3. IBCC meeting will be in Glenwood Springs on Monday, May 22 in the morning. <br /> <br />4. Meeting time cannot change to 1:00 in May but must remain at 2:00 pm. <br /> <br />5. Report of IBCC was made by Eric Kuhn. IBCC Charter has been approved and is working <br />its way through Colorado General Assembly right now. The first hearings (HB 1400) are <br />in House Agricultural Committee today, April 24. <br /> <br />Key Points Include: <br /> <br />IV. Role of Commission: Provide a positive environment for statewide water <br />negotiations. IBCC won't perform lion's share of the work. That's to be provided by <br />individual RTs. Colorado River Basin can be affected by three other Western Slope <br />RTs. <br /> <br />VI./1, page 4. Process should be collaborative. <br /> <br />IX /2, page 5. IBCC will only act on matters refelTed to it by the RTs. <br /> <br />Definition of Consensus: Everyone can live with a decision and not actively oppose it. <br /> <br />IBCC cannot change decision of the Water Court, the BOCC, or a federal permitting body. <br /> <br />In a 40-person group, a vote of21 to 19 isn't likely to progress further in the public arena. <br /> <br />Doug Scott (Cherry Creek mayor) <br /> <br />Eric Kuhn and Chips BalTY have been major players in crafting the IBCC Charter. <br /> <br />New Metropolitan RT: Meeting to be held on May 10,2006 to discuss water projects that Metro <br />members can mutually support and propose to IBCC. <br /> <br />L\CWCB Imaging\Caleb\Minutes\Colorado\2006\Minutes April 24 06 IECC Colo Basin.doc <br /> <br />1 <br />
