SUI,T 5[.) <br />1)[}.JlJFli, COLORADO "D/IV US,; <br /> <br />TFI.I::PIIO'.~::: (2,(X3i ?97 ~)((;i; <br />TFI EFAX: OOJi <'97 ~):.;; <br /> <br />January 28, 2005 <br /> <br />-- Dear Rita: <br /> <br />Orchard Mesa Irrigation District, Power Canal <br /> <br />Many thanks for your time on January 21 st, and for Ron and Chris' time to conduct the field visit. <br />Following this inspection, I understand your concerns regarding the integrity of the rectangular canal <br />and its ability to convey your decreed flow. I also understand from our discussions that there are <br />three basic items of concern that you require to be addressed, specifically the following: <br /> <br />I) The structural and hydraulic integrity of the canal to convey the decreed <br />860 cubic feet per second (cfs). <br /> <br />2) The permanent removal of the side-spill spillway from the canal at Rapid Creek, <br />which apparently now causes overtopping of the canal and flooding ofI-70. <br /> <br />3) The inverted siphon at Stokes Gulch is leaking at the inlet to the siphon and requires <br />rehabilitation. <br /> <br />To address and the alleviate these problems, Water Management Consultants (WMC) recommends <br />the following steps: <br /> <br />1) Conduct a feasibility study that will include evaluation of alternative solutions for <br />each of the three concerns, cost estimation of the alternatives, selection of the most <br />viable alternative, and conduct a cost-benefit analysis of the project. This study will <br />include a review of the original hydraulic and structural design of the facilities and <br />assessment of modifications conducted following the original construction. <br />Following completion of the feasibility study, a brief report will be prepared for the <br />Board of Directors outlining the results and providing recommendations for either <br />conducting ongoing maintenance and minor corrective action or rehabilitation and <br />upgrading the facilities within the study reach. <br /> <br />2) If the board elects to proceed with corrective action and rehabilitation, we will <br />prepare draft plans and specifications for the remediation and a cost estimate for <br />construction.
