<br />, <br /> <br />-- <br /> <br />Ms Rita Crumpton <br />January 27, 2005 <br /> <br />Page 2 <br /> <br />3) The draft plans and specifications, together with the final cost estimate, will be <br />presented to the board and the financing institution for review and approval. During <br />the review process, the bid documents will be prepared and a list of qualified <br />contractors will be presented for review. <br /> <br />4) We will assist the board in advertising the contractor solicitation, reviewing bid <br />responses, and reconunending a successful contractor. <br /> <br />5) We will provide construction observation and testing services during the <br />rehabilitation and compile a set of as-built plans f~r your files following completion <br />of the contract. <br /> <br />We estimate that the feasibility study would take about six weeks to complete and would cost between <br />$20,000 and $25,000, depending upon the number and type of alternatives reviewed. A breakdown of <br />this cost estimate follows as Attachment A. The estimate includes two meetings with your board and <br />presentation of the recommendations at the conclusion of the study. If the most viable alternative <br />available is financially sound, we will prepare a cost estimate for the preparation of the plans and <br />specifications and the construction cost estimate. We understand that the canal length is <br />approximately 20,000 ft from the inverted siphon Wlderneath the Colorado River to the power plant. <br />The cost of plan and specification preparation conducted by WMC on similar jobs has ranged from <br />$28,000 to $52,000. These costs have not included permitting costs that may be imposed by Federal <br />Government agencies. <br /> <br />With regard to personnel to be assigned to this project, I will act as Project Manager and your point of <br />contact during the feasibility study. I will also assist you with fmance acquisition. Mr. David Ott wiD <br />be responsible for the engineering and report preparation; in-house staff will be responsible for the <br />AutoCAD and administrative requirements of this project. My resume as well as Mr. Ott's are <br />included as Attachment B. We will be available to commence work on the study on February 14, <br />2005, and I am available sooner to seek feasibility study funding with the CWCB. <br /> <br />I thank you for opportunity to present our proposal for this work, and I appreciate the time you have <br />afforded me in explaining the operation of the district.
