<br />said third Monday in September was more likely most convenient because everyone is usually on <br />vacation in July. Melvin Rettig said late September or early October is good from an agricultural <br />perspective. Mr. Cazier suggests we go for three different dates: 3rd Monday in July, September, <br />or October. Mr. Cazier takes a poll: All in favor of 3rd Monday in July? 2 people. Those in <br />favor of 4th Monday in September? - count taken. Those in favor of 3rd Monday in October - <br />count taken. Stan Cazier: Looks like it's the 4th Monday in September. <br /> <br />Article IV (cont.) Section 7. - Substitutes and Proxies. Lurline Curran thinks the Committee <br />should have written proxies, and that they must be received prior to the meeting. Stan Cazier <br />asks for a vote to allow for attendance by proxy or substitute. Vote count: 13. Those who do not <br />want substitutes and proxies. Vote: 5. Mr. Cazier: The ayes have it. Does anyone have any <br />problem with Lurline's additional language providing for written proxies? Response: No. Dave <br />Merritt would like to also add that if you miss 3 consecutive meetings, you are off the <br />Committee. General assent. <br /> <br />Article VI - Decision Making. Rose Ann Sullivan wants to go to more than a majority vote, to a <br />"super majority." How is a consensus defined? Mr. Cazier says a consensus means you don't <br />really have to take a vote, but everyone needs to agree. Karl Hanlon suggests a super majority <br />can bog down a process. Unless it's a super majority of entire membership, as opposed to <br />majority of those present, then it's not really a majority vote. Discussion had with regard to <br />voting. What is definition of quonul1? (Defined in AIiicle VII, Section 7). Mr. Merritt says it <br />needs to be clarified that wherever it is mentioned "members," it means "voting Members" only. <br />Everyone agrees that needs to be changed. <br /> <br />Mr. Cazier said there are 4 ways to do it: <br /> <br />Majority of those present <br />Majority of voting members for a position <br />2/3 of majority or <br />4/5 of majority <br /> <br />o votes <br />most votes <br />1 vote <br />o votes <br /> <br />This section needs to be modified to show there has to be majority of voting membership of the <br />Committee. <br /> <br />Article VII - Meetings and Governance, Section 1., Annual Meeting - Change to 4th Monday in <br />September. <br /> <br />Article VII (cont.), Section 2 - Mark Fuller suggestion that meetings are to be held in Colorado <br />River Basin is approved. Also, Mr. Merritt suggests that meetings to be held not less than once a <br />quarter. <br /> <br />Article VII (cont.), Section 4 - Telephonic Meetings. Discussion had about appearing at <br />meetings by telephone. Lurline Curran said problems trying to participate in a group this big is <br />difficult, can't hear, technological problems, etc. Dave Merritt says we are subject to open <br />
