<br />4.1.3 Colorado House of Representatives. One member appointed by the chairperson of the house <br />agriculture, livestock, and natural resources committee. <br /> <br /> <br />4.1.4 Colorado Senate. One member appointed by the chairperson of the senate agriculture , natural <br />resources, and energy committee . <br /> <br /> <br />4.1.5 The Director of Compact N egotiations. The Director of Compact Negotiations , appointed by the <br />Governor , shall serve as the chairperson of the IBCC and act as oversee r and caretaker of the process <br />established by t he Act. <br /> <br /> <br />4.2 Alternates <br /> <br /> <br />4.2.1 Alternate Basin Roundtable Representatives. Should a Basin Roundtable choose to provide for <br />selection of alternate representatives to the IBCC in its Roundtable Bylaws, alternates thus selected <br />may participate in meetings of the IBC C if one or more of the two IBCC representatives from that <br />Roundtable are unable to attend . When acting in the stead of the regular Basin Representative(s), <br />alternates may fully participate in the deliberation and decision making processes of the IBCC , <br />in cluding the ability to convey the proxy, if one has been given to them, of another IBCC member . <br />Should Roundtables cho o se to select alternate representatives to the IBCC, the alternates are <br />encouraged to attend IBCC meetings to stay current on activities of the Committee and build <br />relationships with IBCC members. <br /> <br /> <br />4.2.2 Alternate Appointed Representatives. Alternates for representatives appointed by the Governor or <br />Legislature may participate in meetings at the pleasure of the appointing authority and with pri or <br />notification to the Chairperson. <br /> <br /> <br />4.2.3 Alternate Chairperson. Should the Chairperson be unable to attend a meeting of the IBCC, an <br />alternate chairperson will be selected in advance of the meeting from among the m embership of the <br />Committee . <br /> <br /> <br />4.3 Proxies. In the event that an IBCC member cannot attend a regularly scheduled or special meeting at which <br />a decision is to be made , and no alternate basin roundtable representative is present for that member, that <br />representative, whether appointed by the Governor or Legi slature or selected by a Basin Roundtable, <br />may give their proxy to another member of the Committee for the purpose of seeking a broad level of <br />support or voting on a decision before the Committee. Proxies will not be counted as part of a quorum. <br />Proxies will be counted as a part of the 75% majority needed to shift to a decision by voting and in any <br />subsequent votes. <br />. <br /> <br /> <br />4.4 Procedures for Basin Roundtables Opting in/opting out of IBCC membership . <br /> <br /> <br />4.4.1 Opting Out of IBCC Participation. Basin roundtables which do not wish to participate in the process <br />created by the Act and governed by the IBCC Charter and Bylaws may opt out and decline to be <br />represented on the IBCC through formal notification from the Roundtable Chairperson to the <br />Director of Compact Negotiations . Suspension of membership for that Basin Roundtable’s two <br />IBCC representatives will be effective upon receipt of formal notification. <br />IBCC adopted bylaws June 30.doc Page 3 of 7 <br />
