Dolores, San Miguel, and San Juan Basins Roundtable; Metro Roundtable; and North Platte Roundtable.

3.4 Basin Representative(s). Member (s) selected to represent a ny of the nine Basin Roundtables.

3.5 Chairperson. Chairperson of the IBCC, specified in the Act as the Director of Compact Negotiations ,
who is appointed by the Governor .

3.6 Charter. The charter governing the process of interbasin compact negotiations create d by the Colorado
Interbasin Compact Committee and approved by the legislature in House Bill 06 - 1400.

3.7 Committee. The Colorado Interbasin Compact Committee.

3.8 C.R.S. Colorado Revised Statues.

3.9 IBCC. The Colorado Interbasin Compact Committee.

3.10 Members. I ndividuals who have been appointed or selected as a representative to the IBCC, pursuant to
Article IV and applicable sections within the approved bylaws of Basin Roundtables.

3.11 Properly Notified. A member will be considered to have been properly notified of a proposed meeting
and or action if the members name is on the Colorado Department of Natural Resources Office of
Compact Negotiations e - mail distribution list used for noticing meetings and agendas, an e - mail has
been sent to them regarding the propose d meeting and or action and the electronic message has not
bounced back to the sender.

3.12 Stakeholder. Any person or entity interested in or impacted by the decisions of the IBCC.

Article IV
Committee Membership and Leadership

4.1 The C ommittee shall be com prised of twenty - seven members .

4.1.1 Basin Representatives. Selected by the Basin Roundtables, eighteen Roundtable representatives,
with t wo representatives from each Basin R oundtable, at least one of whom shall reside within the
borders of the roundtable and at least one of whom shall own adjudicated water rights, including
owners of shares in a ditch or Reservoir Company or their agents.

4.1.2 Gubernatorial Appointments. Six at - large members appointed by the governor. The governor’s
appointments shall come from geographically diverse parts of the state and shall include individuals
with expertise in environmental, recreational, local governmental, industrial, and agricultural
matters. No more than three of the governor’s appointees shall be affiliated with the s ame political
party.
