. Highwav Bridge and Roadway: The preliminary highway bridge and roadway
improvements have been completed and submitted to CDOT for review.
CDOT provided their comments in a traditional CDOT FIR meeting. Those
comments have since been incorporated into the design and the final highway
bridge and roadway plans will be ready for a final CDOT review in the near
future.

· UPRR Bridge and Spur Line Track: A 35% plan set was submitted to the
railroad in early December, 2001 for review. That submittal package was lost
and not discovered lost until late February, 2002. The original package was
resubmitted and the 65% bridge plans were submitted for review. The
railroad has commented on both the 35% and 65% bridge plans, but have not
commented on the proposed shoofly track. Weare trying to get the railroad to
construct the bridge with their own forces, which will eliminate the need for
the shoofly track.

· Public Utilities Commission: Coordination with the PUC was only necessary
when we were originally considering adding a new at-grade railroad track
crossing. Since the project currently includes a connection between two
existing county roads, coordination with the PUC is not required.

· Sterling No 1 Siphon & Spillway: The siphon and relief culvert structure have
been designed and submitted to the Sterling No.1 Ditch board for review and
comment.

. Utilities Relocation: On-site meetings have been conducted with Highline
Electric, AT&T, WorldCom, UPRR, and a fiber optics relocation contractor
working for W orldCom. Phone conversations have been conducted with
Qwest. All are willing to relocate their facilities and understand the project
schedule. Some utilities may be relocated as the project gets started.

· Well Relocation and Protection (GASP + 2): GASP has been contacted,
understands the project, and is willing to move the well in the project limits.
The two private wells currently are located on the edge of the channel and
may not be impacted. We have contacted a well engineering firm to conduct
performance tests on both wells prior to construction.

· Irrigation Modifications (Plans -vs- City/Owner): Modifications to irrigation
features within the project have been identified. Well piping to channels,
irrigation ditches, diversion structures, and head gates are all included in the
project plan set. Modifications to piping for pivot point irrigation systems
will be conducted separately.
