W. Wheeler prepared a flood hydrology study for Keeton Dam in 1991. <br />This study evaluated the 100-year flood for the dam using the El Paso County <br />Drainage Criteria Manual (1987). The analysis determined that the 100-year flood <br />discharge would be 6,400 cfs. The study also evaluated the potential 100-year <br />flood on Little Fountain Creek using a limited period of actual stream flow record. <br />This alternative analysis indicated that the magnitude of the 100-year flood would <br />be approximately 1,500 cfs. The study concluded that the higher value was the <br />best estimate for the 100-year flood discharge. <br /> <br />W. W. Wheeler prepared a feasibility report that evaluates alternatives for <br />addressing the inadequate spillway capacity of the reservoir. This study was <br />released in draft form in May 2001. The results of that are incorporated into this <br />report. <br /> <br />Kumar and Associates, Inc. Geotechnical Engineers, of Colorado Springs, <br />performed a preliminary geologic reconnaissance of the Keeton Dam site in <br />November, 2000 (documented in a letter report dated April 23, 2001), and a <br />subsurface site investigation in mid-2001 (documented in a report dated October <br />18, 2001).
