Unaccounted-for
water use can usually be attributed to a number of factors, including leakage from
the distribution system, non-metered uses such as main flushing and fire fighting,
unauthorized connections, under-registration by customer meters, and possible
inaccuracies in supply and well meters.

Table 6 provides a summary of annual water production and purchases,
metered water sales, and unaccounted-for water use within the Fountain system
since 1996. As can be seen, during the past five years, unaccounted-for water use
has ranged from about 11 to 16 percent of total water use, averaging about 13.6
percent. This percentage is very typical for water systems of this size and age. For
projecting future water demands, a design value of 15 percent unaccounted-for will
be used.

TABLE 6
UNACCOUNTED-FOR WATER USE
Water
Production Total Unaccounted-for Unaccounted-for
Year & Purchase Metered Sales Water Use Use Percentage
(mil gal) (mil gal) (mil gal) (%)
1996 586.8 509.5 77.3 13.1
1997 648.0 578.2 69.8 10.8
1998 693.2 611.8 81.4 11.7
1999 652.5 545.9 106.6 16.3
2000 746.2 627.5 118.7 15.9
2001
Average 13.6

13
