Approximately 5,000 water taps are served by
the City. Refer to Figure 2 for the limits of the water service area.

Fountain is one of the fastest growing cities in the state. In a recent study
conducted by the Pikes Peak Area Council of Governments, Fountain's projected
population in the year 2010 will equal 26,096. During the past 12 months, the
number of residential service connections have increased by 260. Future forecasts
indicate, under a high growth scenario 375 dwelling units may be built each year
adding approximately 1,100 people to the City of Fountain.

In May 2001., the City of Fountain Contracted with Black and Veatch to
prepare a water resource and water distribution system evaluation. Following are
several key findings from the report prepared by Black and Veatch as it relates to
Fountain's water use.

Historical Water Use

The City of Fountain obtains its water supply from the Fryingpan-Arkansas
(Fry-Ark) Project and from several wells located within the city limits. Fountain's
annual allocation of Fry-Ark water was initially set at 400 ac-ft in 1986, and the
allocation has been increased by 100 ac-ft each year since then. Thus, the City's
allocation for 2001 is 1,900 ac-ft. For the years 2002 and beyond, Fountain's
allocation of Fry-Ark water will remain at the maximum project design level of
2,000 acre-feet.

Table 2 provides a comparison of Fountain's annual Fry-Ark allocation versus
the volume of Fry-Ark water actually purchased by the City. As can be seen,
Fountain's purchase of Fry-Ark water has increased each year in conjunction with
the increasing allotment, and the City has consistently utilized 96 percent or more
of its available Fry-Ark water allocation.

7
