:; . . . o Working groups may create task groups to explore a particular issue that falls under the working group's purview. o Working groups will report back to the Consensus Committee on a monthly basis and to the full Task Force on a quarterly basis. o Experts may be invited from other agencies or geographic areas to participate in discussions or working groups. o Additional working groups may be created if needed and agreed to by the Consensus Committee to address new issues that may arise. Facilitation The Consensus Committee of the Fountain Creek Vision Task Force will select a professional and/or trained facilitator to manage all aspects of the meetings of the Task Force, the Consensus Committee, and the working groups. This includes maintaining an accurate list of members, preparing agendas, sending meeting announcements, preparing and distributing meeting summaries, and other activities as deemed necessary. The facilitator will take an active role in keeping the Task Force, the Consensus Committee, and the working groups productive and focused on outcomes. The facilitator will regularly consult with the Consensus Committee on these matters as necessary. Ground Rules Ground rules facilitate having a civil and productive dialogue. Participants in meetings of the Fountain Creek Vision Task Force, the Consensus Committee, or any of the associated working groups agree to abide by the following ground rules: . Treat everyone at the table as an equal and with respect. . Do not speak when others are speaking. . No side conversations. . Explain whv you want what you want. . Do not assume that you understand others' concerns and interests before the conversation starts. . Do not characterize others' views. . Acknowledge the past but look to the future. . Focus your comments on finding solutions. . Stay focused on the purpose of this group. Timeline Acknowledging that there are outside forces that may impact its work and its own deadlines, the Fountain Creek Vision Task Force seeks to produce a strategic plan for the Fountain Creek watershed by the end of2007. However, city and county governments and other entities may be planning their 2008 spending budgets in mid-2007, and it is important for the implementation items that emerge from the planning process to be included in these local budgets. Because of this important need, a draft plan will be made available for limited circulation by June 30, 2007. Meetine Schedule . The full Task Force will meet at least quarterly and hear reports from the working groups and the Consensus Committee. . The Consensus Committee will meet on the 3rd Friday of each month. o Working groups will set their own schedules for monthly meetings (at the minimum).
