.

· The Bill is expected to clear the House, then back to Senate to approve a
couple of minor amendments
· Expected to reach the Governor's desk 1st week of May
o CWCB Water Efficiency Grant Program
· Will increase funding and extend the sunset
· All water districts, state and local governments are eligible to apply
· The Bill is expected to pass

Schedule of next meeting
The next meeting is scheduled for August 1, 2007. The meeting will be held at DNR,
Room 719.

Colorado Watershed Protection Fund (CWPF): Contrary to last year's low number
of applicants, the CWCB received 20 applications (11 project grants and 7 planning
grants) by the April 30, 2006 deadline. We will send copies of these applications to the
WQCD and Colorado Watershed Assembly (CWA) for review and evaluation. We do
not have the revenue dollars for the 2006 tax year at this time; however, in light of the
CW A' s advertising and publicity efforts, we are cautiously optimistic that the Fund will
receive slightly higher than the traditional annual revenue of approximately $90,000.
The Colorado Department of Revenue generally posts the revenue under the tax
checkoff funds in early July.

.

Status of Proposed Pine River Water Acquisition: The Pine River Irrigation
District, Southern Ute Indian Tribe and CWCB staff have been working toward
requesting the CWCB to take final action on the proposed Pine River donation
agreement, by which the District and the Tribe will donate water to the CWCB for
instream flow use on the Pine River below Vallecito Reservoir. Staff presented the
proposed agreement to the Board at its July 2006 meeting, which triggered the
statutorily required 120 day period (ending on November 23,2006) for the Board to
determine whether and under what conditions to accept the proposed donation. In
November 2006 and March 2007, the Board, the District and the Tribe agreed to
extensions of the 120 day period to March 23, 2007 and July 23, 2007, respectively.
CWCB staff has been informed that the Tribal Council will review the proposed
donation agreement in the near future. Staff hopes to bring the agreement to the Board
for final approval at its July 2007 meeting.

.

City of Boulder 2006 Report on Boulder Creek ISF Program: In March 2007, the
City of Boulder provided its 2006 water year annual report to the CWCB, describing its
operations under the July 20, 1990 Agreement between the City and CWCB under which
the City donated various water rights to the CWCB for instream flow use on Boulder
. .

37
