<br />I <br />I <br />I <br />I <br />I <br /> <br />Water Quality / Water Quantity Coordinatiop Meeting, April 25, 2007 Summary <br /> <br />· WQCC Arkansas standards rulemaking Update <br />o The WQCC will hold a rulemaking he*ring in June to consider the adoption of <br />revised water quality classifications, stkndards and designations for multiple <br />I <br />segments in the Arkansas River Basin, ;Regulation #32 and in the Rio Grande <br />Basin, Regulation #36. : <br />o The WQCC has received 11 proposals ~n addition to the WQCD's proposal for <br />the Arkansas River. One of these proppsals is submitted on behalf of the State of <br />Kansas. i <br />o Kansas' proposal focuses primarily on selenium standards for the Lower <br />I <br />Arkansas River between John Martin Reservoir and the stateline. <br />I <br />o The WQCD proposes a temporary moqification of 22.5 ug/l (chronic) for <br />selenium for the Lower Arkansas River! while Kansas proposes seasonal <br />temporary modifications of 7 ug/l for April through October (irrigation season) <br />I <br />and 10 ug/l for November through MarCh. <br />o Kansas's proposed standards are based ion the average selenium concentrations <br />at Coolidge, Kansas during the 1996-2000, which happened to be a relatively wet <br />. d I <br />peno . i <br />o Responsive prehearing statements are due May 1, 2007. <br />I <br />o Prehearing conference is scheduled for ~ay 23, 2007. <br />I <br />I <br />· Oil Shale Development issues in Northwe~tem Colorado <br />I <br />o The Bureau of Land Management (BLM) is preparing a programmatic EIS for the <br />federal commercial oil shale program m~ndated in the 2005 Energy Act. <br />o The Bureau of Land Management' s (BL~) White River Field Office in Meeker is <br />preparing a Resource Management Plan (Amendment (RMP A) and <br />Environmental Impact Statement (EIS) t1lat will address potential oil and gas <br />exploration and development activities ~ithin the 1.5 million acres it manages. <br />· Water availability/water use and rater quality are among major issues. <br />· The CDPHE will be the lead on stiuface and ground water and air quality <br />issues. <br /> <br />Legislative Update <br /> <br />Several bills were discussed including: <br /> <br />o WQCD Water Quality Fee Bill <br />· Provides for 12 FTEs <br />· Has passed the house <br />· Expected to pass the Senate as well <br />o CWCB Project Bill I <br /> <br /> <br />I <br />I <br /> <br />36 <br /> <br />,I <br /> <br />. <br /> <br />. <br /> <br />. <br />
