<br />," <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />.. <br /> <br />Insurance Study for the reach indicates a to-year flowrate of 18,500 cfs and a toO-year <br />flowrate of 64,000 cfs. <br /> <br />Initial reports and observations indicate that twelve residences and two businesses <br />experienced flood inundations of varying depths. Conversations with residents indicate <br />that some believe the City is at fault for the flood, but no substantiation of this claim has <br />been made by CWCB. <br /> <br />The current effective Flood Insurance Rate Map (FIRM) for the area, dated September <br />1986, shows the embankment providing some protection for the area, but does portray <br />all of the affected properties to be located in a detailed toO-year floodplain created by <br />backwater from Fountain Creek behind Colorado Highway 47. Due to a recent shift in <br />levee policy by FEMA, the new regulatory floodplain study for the area, which has been <br />underway for the past two years, has been analyzed assuming no protection by the <br />embankment. This study is ongoing and is not yet effective for regulatory or insurance <br />purposes. <br /> <br />It is unknown at this time whether all or any of the affected properties carried flood <br />insurance policies at the time of the flood. Flood insurance is available to any resident <br />or business in the City of Pueblo and Pueblo County, regardless of whether the property <br />is located in the floodplain or not. <br /> <br />The CWCB's flood response consultant was on site the afternoon of the flood event, and <br />CWCB staff was on site the following day to help document the flood. As of the time of <br />this writing, it does not appear likely that the City will ask either the State or the Federal <br />governments for disaster assistance. CWCB staff will continue to work with the City of <br />Pueblo and other interested agencies to determine how best to move forward from this <br />incident. <br /> <br />Colorado River Basin <br /> <br />Green Mountain Reservoir: April 27, 2007 was declared as the reservoir's start-of-fill <br />date. Reservoir releases were decreased to minimum power releases of too cfs. Green <br />Mountain is expected to fill this year. <br /> <br />Coordinated Reservoir Operations (CROS): Pursuant to the IS-Mile Reach <br />Programmatic Biological Opinion, CROS are evaluated each spring to determine if <br />voluntary bypasses of inflow can be coordinated so as to enhance the peak flows in the <br />IS-Mile Reach. CROS operations may be possible this year. The Colorado Basin River <br />Forecast Center currently forecasts a peak for the IS-Mile Reach very close to the lower <br />threshold for CROS operations. Conditions on the Blue River are favorable, with almost <br /> <br />13 <br />
