i
average snowpack. Other areas of the basin ~re dryer, and therefore some reservoirs
may not be able to participate as several of tliem are projected to just fill or be slightly
short of filling. The potential for participatioh this spring is as follows:
I
I
Fairly certain to contribute: Dillon, Green M9untain Ovid Reservoir
I
In November 2006, the District 64 Reservoir C;ompany formed as a non-profit mutual
ditch company, to purchase the Ovid Reservdir site, conditional water right decree
(5,800 AF with refill), and preliminary engine~ring, from the Groundwater
Appropriators of the South Platte (GASP). Si~ce the purchase, Company representatives
have had several meetings with SPWRAP me~bers (South Platte Water Related
Activities Program) and CWCB staff to begin lfiiscussions on possible partnerships for
the development and use of the reservoir. The Company has been working on a SB-179
I
Grant Application to be submitted in July 200'1- In addition, discussions have begun by
CWCB staff on the possible use of $500,000 in ~xisting State funding (SB 01-157),
intended to be used for a feasibility level contilmation of the Lower South Platte
I
reservoir sites reconnaissance study completed in 2001. It is envisioned that the parallel
I
studies would be coordinated by a joint committee. The Company efforts would focus
on technical issues related to the reservoir cons~ruction (revised hydrologic/operations
model, final design documents, construction mid O&M costs, permits), and the CWCB
efforts would focus on policy issues related to qperation and usage of the reservoir
(potential uses/partnerships, legal consideratio*s, reservoir operating plan/agreement,
facilities ownership & management, financing)l Potential uses of the reservoir are
agricultural well augmentation, water adminis~ation and Compact management, Platte
River Recovery Implementation Program (3-Sta~es) activities, and other fish and wildlife
. . I
opportumties. I
I
I
Possibly able to contribute: Williams Fork, Wol(ord, Upper Blue a small amount
Likely to not contribute unless inflows are higher than expected: Ruedi.
I
Certain to not contribute: Granby, Homestake ;
I
i
I
Upper Colorado River Watershed PlanningiScope of Work: This effort, led by a
I
local coalition of watershed interests and supported by Staff, was initiated for the
purpose of developing a framework for watersh~d restoration activities within the
upper Colorado River basin. The goal is to publish a brief report that will document
I
pertinent tasks of the study including: 1) Description of the watershed along with
discussions of riparian problems and opportuniti~s within the floodplain corridors, 2)
I
Summary of all coordination activities and contaqts made for the planning scope, 3)
Identification of viable sponsors and partners thai would have reasonable interest or
expertise in watershed/ecological planning work ~ithin the study area, 4) Compilation
of details regarding potential funding sources (e.g:. grant programs) that could be
brought to bear for completion of a full-scale wate~shed masterplan, and 5)

14

-'

..

.

.

.

I
I
I
