Discharge will continue <br />south along Sixth Street. Improvements to the borrow ditches and new street crossing <br />structures are needed to complete the design concept. During the design analysis, it was <br />assumed that during the 100-year precipitation event that the street crown can be over <br />topped with I-foot of water. This is a reasonable assumption and common design practice <br />used by numerous communities along the Colorado Front Range. <br /> <br />This alternative continues to have floodplain along County Road 7 and 6th Street. The <br />floodplain is reduced but not eliminated from the planning area Furthermore, this <br />alternative requires cooperation of the Windsor Canal owners. The canal owners are on <br />record as being opposed to this design concept. <br /> <br />5) Alternative Five - Undetained Diversion to Boxelder Creek <br /> <br />Alternative five is the preferred alternative because it provides a multi-use project that <br />minimizes flood hazard, provides a bicycle/pedestrian trail, protects wetlands, improves <br />traffic safety and meets the comprehensive plan requirements of open-space. <br /> <br />The Construction Loan request is for the flood control portion of the project. Cost <br />Estimate projections are provided below. Other funding sources are being pursued for <br />recreational and open space features. <br /> <br />Flood improvements needed to complete the project are: <br />The conveyance system from just north of County Road 66 and terminating at <br />Boxelder Creek (See Figure 2) <br />Channel improvements, to increase conveyance capacity for an approximate three <br />mile reach of Box elder Creek (See Figure 3) <br />Bridge improvements <br />Purchase of right-of-way <br />Land reclamation and wetland enhancement <br /> <br />The northern limit of the proposed project is the northern limit of the Towns planning <br />boundary. The southern boundary of the planned project is the confluence of Coal Creek <br />and Boxelder Creek immediately west of the Interstate 25 bridge for Boxelder Creek. <br />These limits were chosen to protect the town and terminate the project at a reasonable <br />location (where the confluence ofthe two creeks is today). Please see Figure 1 for a <br />graphic of the overall project. <br /> <br />In summary, the planned conveyance system from Coal Creek to Boxelder Creek needs to <br />convey an estimated 1300-cfs. Boxelder Creek continuing through town needs to convey <br />this additional 1300 cfs. The planned improvements to the Boxelder Creek Channel will <br />maintain or reduce the water surface elevation shown on the FEMA FIRM. Thus, there <br />will be no increased flood hazard due to the planned project. This ahernative does not <br /> <br />9 <br />
