Benefits and Costs are evaluated later in the report. <br /> <br />3) Alternative Three - Diversion to Windsor Canal <br /> <br />Alternative Three utilizes a detention facility and improved road embankment levee similar <br />to that of Alternative Two. The use of a detention facility is not desirable because of <br />potential negative impacts to County residents in the upper Coal Creek Basin <br /> <br />With this alternative, the diversion is made to the existing Windsor Canal at approximately <br />200 cfs through the use of a detention facility outlet structure and earthen lined channel. <br />The overall concept is shown on Exhibit Two. It is assumed that the arrangement for crop <br />payment is the same as alternative one. <br /> <br />This alternative reduces the flow to 290 cfs, the estimated surcharge flow the Windsor <br />Canal can convey. This flow number is reported in earlier work completed as part of the <br />hydrology study for the existing floodplain map. <br /> <br />Road crossing hydraulic structures and a terminal structure at the Windsor Canal are <br />needed for this alternative. <br /> <br />Specific features and associated costs are identified in the section Engineers Estimate of <br />Probable Project Costs. Benefits and Costs are evaluated later in the report. <br /> <br />This alternative has floodplain remaining from Larimer County Road 66 to the Windsor <br />Canal. Thus, the floodplain is not totally removed from the planning area. This alternative <br />requires the owners of the Wmdsor Canal to allow flow to enter their canal. The owners <br />have been approached and are on record as opposing impacts to their facilities. Thus they <br />are unwilling to accept additional flow. <br /> <br />4) Alternative Four - Reduced Flow through Town <br /> <br />Alternative Four, again, utilized a detention facility in the same area as alternatives one <br />and two. The design concept for this alternative are shown on Exhibit Three. The <br />conditions for easement and crop payment are the same as the other alternatives. The <br />estimated detention facility volume of600 acre-feet is the largest of the three alternatives <br />because the outflow is reduced to approximately 140 cfs, the estimated conveyance of the <br />Sixth Street road cross-section. <br /> <br />This alternative is similar to Alternative Three in that a discharge is planned to flow along <br />Larimer County Road 7. The existing road borrow ditches will be improved to increase <br /> <br />8 <br />
