Trout <br />March 17, 2000 <br />Page 2 <br /> <br />flume or rated channel section so that the amount of water released through each <br />waste way can be accurately measured up to the maximum capacity of the waste way. <br />Model will create a table for the flume or rated channel section relating stage to <br />discharge and install a staff gauge at each waste way for measurement of water. A <br />continuous stae:e recordine: device at each waste way is not required at this time <br />but may be required in the future. This reservation is based upon Model's <br />stated intention to install a continuous recordine: device to document the flow of <br />the Model Ditch at Earl simultaneously with the waste way improvements. <br /> <br />An issue that has not been addressed during negotiations is the schedule for completion. <br />Currently, I am operating under the premise that no water may be stored in the reservoir until <br />such time as all required repairs, improvements, installations and studies are fully completed. <br />Additionally, I have assurances from CWCB that final payment will not be made until all of the <br />Division Engineer's requirements are completed. <br /> <br />If your expectation for completion and interim operation is similar, then please incorporate into <br />the final letter of understanding and submit for final review and execution.
