<br />SECTION IV <br /> <br />.. <br /> <br />WATER USE <br /> <br />. <br /> <br />I. System Costs <br />An itemized summary of actual costs of <br />operation and maintenance based on <br />official audits will be made and <br />presented in tabular form. <br /> <br />J. Average Unit Cost for Treated Water <br />Annual production of treated water will <br />be compared to annual system costs and <br />an average cost to the City per 1,000 <br />gallons of treated water produced will <br />be determined. This cost will be compared <br />to the established rate schedule to be <br />presented in Section IV. <br /> <br />A. Population <br />The previous population of Delta will <br />be presented based on U. S. Census <br />Reports. A straight line projection <br />will be made to estimate population <br />levels in the potential service areas <br />of the City for the period of study. <br />Other known projections will be <br />compared to arrive at a realistic <br />projection on which to base the water <br />use forecast. <br /> <br />B. Water Rates <br />Since water use is related to the water <br />rates, the present water rate schedule <br />will be exhibited and compared to <br />operating costs determined in Section <br />III. From this comparison, the adequacy <br />of existing or proposed rate schedules <br />can be determined in a scientific manner. <br />Raising the water rates may also effect <br />future water use. The idea of reversing the <br />rate structure so that those who use more <br />pay more, as suggested by councilman <br />Fangman, will be discussed. <br />
