Routt County

An initial community coordination meeting was held for the unincorporated areas of
Routt County in February 1985 to determine the streams to be studied by detailed
methods. The meeting was attended by representatives of the Study Contractor (SC),
FEMA, and the community.

On August 23, 1988, the results of the original study for Routt County were reviewed
and accepted at a final coordination meeting attended by representatives of the SC,
FEMA, and the community.

Restudy

An initial Consultation Coordination Officer (CCO) meeting was held on
March 18, 1999, and was attended by representatives of FEMA, the CWCB, TC&B,
the City of Steamboat Springs, and the Routt County Planning Department.

The results of the countywide restudy were reviewed at the final CCO meeting held on
January 7, 2004, and attended by representatives of FEMA and the communities. All
problems raised at that meeting have been addressed in this study.

2.0 AREA STUDIED

2.1 Scope of Study

This FIS covers the geographic area of Routt County, Colorado, including the
incorporated communities listed in Section 1.1. The areas studied by detailed methods
were selected with priority given to all known flood hazards and areas of projected
development.

Town of Hayden

Flooding caused by the overflow of the Yampa River and Dry Creek was studied in
detail under Inter-Agency Agreement Nos. IAA-H-12-16 and IAA-H-28-75, Project
Order Nos. 1 and 2, respectively. Flooding on small tributaries to Dry Creek and
shallow flooding caused by ponding of runoff were studied by approximate methods.
Areas of approximate study were reviewed in this manner because of the lack of
development within the drainage areas.

Special hydrologic studies of the J. C. Temple Reservoir were prepared to determine
the effects of the dam on potential flood hazards in the Town of Hayden. The reservoir
is located in the Dry Creek Basin, approximately 4 miles south of the town.

A Letter of Map Revision issued February 22, 1994 (Case No. 94-08-002P), revised
the approximate floodplain boundary along Walker and Shelton Ditches from
approximately 800 feet south of the intersection of Shelton Lane and Washington
Avenue to Lincoln Avenue.

4
