Overarching themes of effective water conscnoation planning and implementation such as: <br /> 0 Thc meaningful integration of supply and demand management measures and programs <br /> 0 Goal sctting <br /> 0 Identification, evaluation and sclection of water conscrvation measurcs and programs <br /> 0 Program monitoring and evaluation <br /> 0 Thc iterativc naturc of the process of planning and implementation <br />Intcgral to thc workshop content will be the prcsentation and discussion of thc CWCB 'vVater Conservation <br />Plan Development Guidance Document (''The Guidance Documcnt"). While thcre will not be sufficient time <br />to provide manager-specifk guidancc at each half-day workshop, we will present thc nine planning steps and <br />prc)\"idc substantial information rcgarding available technical and financial assistance. We expect follow-up <br />from the workshops will occur providing rcsources to individual water planners and managers - whethcr <br />through assistancc fr 0 m Colorado WaterWise Council m el11 bers , the CWCB (through planning or <br />implcmcntation grants or technical assistance), or our other project stakcholders. <br />The agenda for the evening policy dialogues is still being developed. Currently, the policy dialogue is <br />emoisioned as a thrce hour mceting, which will follow dinner, will be used to idcntify key policy issues and <br />allow for the dc-bunking of myths and fallacies that surround water conservation planning here and across the <br />state. The intcnt of the evening policy dialogues is to support the messaging and education nceds of the water <br />resources and watcr conservation planners in their respectivc organizations, such that the utility and district <br />managers, as wcll as thc clectcd and appointed ofTicials that make dccisions, can bc speaking a common <br />language, based on an understanding of some basic water conservation principles. <br />The Forums will occur for a full day following thc technical workshop in all major river basins. Watcr <br />experts from the Officc, the project team and other invited local experts will present examples of successful <br />watcr conscrvation programs. <br />Through close coordination with the Office, wc will cover in detail many Nine Planning Steps <br />of the topics surfacing in the HB 05-1177 Basin Roundtables and SWSI <br />Phase II water conservation sub-committee. In addition, thc hcad of the <br />Office will be prc)\"ided the opportunity to address all forums to deliver 1. Profile Existing Water System <br /> 2. Characterize Water Use and <br />messages related to Officc programs and areas of tcchnical and financial Forecast Demand <br />assistance. 3. Profile Proposed Facilities <br /> 4. Identify Conservation Goals <br />The day-long forums will also allow in-depth cxpert prcsentations and 5. Identify Conservation <br /> Measures and Programs <br />discussions on topics like: 6. Evaluate and Select <br />. Cost effectiveness of va no us conservation n1easures and Conservation Measures and <br /> programs; Programs <br /> 7. Integrate Resources and <br />. The role of water rate structures in encouraging conservation; Modify Forecasts <br />. Suggested "high priorit y" water conservation measures and 8. Develop Implementation Plans <br /> 9. Monitor, Evaluate and Revise <br /> programs for small and medium water providers beginning Conservation Activities and <br /> mcaningful watcr conservation; Conservation Plan <br />.
