<br />threatened or endangered that are known to live in Montezuma County. However, a <br />November 10,2006, field survey did not identify any of the listed species. <br /> <br />Impacts to the Threatened and Endangered Species are estimated to be minimal. <br />Federally listed species do not occupy any habitat zones in the proposed project area. <br /> <br />Impacts to local vegetation will be significant to dryland grasses and shmbs within the <br />private easements during constmction. These impacts will be reduced through the use of <br />stmctural mitigation measures that include routing construction away from sensitive <br />critical habitats and limiting constmction during critical plant growth periods. <br /> <br />Water Quality Issues <br />There is no surface water within the proposed project area. Water quality issues are <br />limited to those involving runoff and erosion during constmction. These nonpoint <br />pollution issues associated with constmction are best mitigated through the <br />implementation of BMPs including the use of silt fences, water bars, and avoiding <br />constmction during excessive storm events. A storm water management plan will also be <br />on file with the contractor to describe all BMPs, which will be used during the proposed <br />project and non-storm water discharge management. <br /> <br />Air Quality and Noise <br />The proposed project will include the use of heavy machinery during constmction which <br />will impact air quality and noise in the area. Impacts during constmction will include <br />dust, diesel emissions from equipment, and noise from equipment. <br /> <br />To mitigate the generation of dust during constmction the sites will be watered and <br />chemically stabilized as necessary to prevent excessive dust. Dusty material will be <br />covered in transit when necessaty to prevent blowing. Noise will be mitigated by <br />limiting constmction activities to normal day light working hours only. Equipment will <br />also be equipped with noise control equipment. <br /> <br />C Growth Areas and Population Trends <br /> <br />The current population in the Goodman Point area is approximately 74 residents who <br />occupy 29 homes in the area. There are currently 25 homes in the area which will receive <br />water service through the proposed project, and 5 property owners with undeveloped <br />property which will receive water service. <br /> <br />There are approximately 2.54 persons per home and according to the Region 9 Economic <br />Development District of Southwest Colorado Inc., the rate of growth in Montezuma <br />County is expected to rise and then decrease over the next twenty years.
