000551

2.2 Fish species protection and recovery

In the area of species recovery and conservation, there are two broad categories that
are important to understand: first, fish species listed as state or federally threatened
or endangered are managed under "Recovery Plans"; second, fish species in decline
or in jeopardy are managed under "Conservation Plans and Agreements".
Partnership responsibilities for both categories are often described in Memoranda of
Agreements that describe management objectives and activities.

2.2.1 The Division shall fulfill its obligations for listed fish species in specific joint
Recovery Programs that specify responsibilities for on-the-ground actions as
funding allows.

2.2.2 The Division will develop and implement Conservation Plans and Agreements
for fish species to prevent them from becoming listed as threatened or
endangered. Conservation plans will seek to minimize conflict between
recreational fisheries, the conservation of native fishes, and other management
responsibilities.

2.3 Fish Research

2.3.1 The Division shall conduct research on aquatic wildlife species in an integrated
manner with other natural resource agencies, organizations, and institutions
engaged in corollary research. Every possible means will be employed to
avoid duplication of research effort and to take advantage of combined efforts
and talents.

2.3.2 The Division will ensure that research findings are published as appropriate,
and disseminated to the Commission, Division and others to promote
understanding and application of research information. Division employees will
incorporate appropriate findings with management decisions described in
Basin Management Plans, Conservation Plans, and Recovery plans. affecting
the management of fish species.

2.3.3 The Division will maintain a fish production research unit to provide state-of-
the-art fish culture techniques and information.

2.3.4 The Colorado Cooperative Fish and Wildlife Research Unit and other State
University research facilities will be considered an integral part of the
Division's research capability, with mutually agreed upon research programs
and priorities.

8
