<br />000556 <br /> <br />3.5.2 The Division shall seek additional public and private lands for additional <br />recreational fishing access within budget constraints. Special emphasis will <br />be placed on continuing to increase the surface acreage of lakes along the <br />Front Range urban corridor open to fishing, especially in the Denver <br />metropolitan area. <br /> <br />3.5.3 The Division will continue special management programs that highlight the <br />quality of select waters such as the "Gold Medal" trout fisheries program. The <br />Division shall manage and designate waters that meet the special criteria for <br />angling opportunities and natural reproduCtivity as "Gold Medal" waters, and <br />annually update the Wildlife Commission on the status of such waters. <br /> <br />3.5.4 Wildlife Funds will not be used to manage waters closed to public fishing <br />access, except where such closures are part of a specific Division <br />management program. <br /> <br />3.6 Reaulations <br /> <br />3.6.1 The Division will strive to simplify its regulations to improve public <br />understanding and acceptance. <br /> <br />3.6.2 The Division shall promulgate and recommend fishing regulations for Wildlife <br />Commission approval as necessary to protect fish populations and the <br />diversity of angling opportunity. Regulations will recognize the need for water- <br />by- water management, yet should strive for simplicity. Regulations will be <br />reviewed for appropriateness and will be enforced by Wildlife Managers. <br /> <br />Recommendation for emergency regulations may be made as necessary to the <br />Wildlife Commission to protect fish populations, fishing opportunity, and <br />fisheries habitat. <br /> <br />13 <br />
