000555

3.3.4 The Division shall stock fish only in waters open to public access. However,
private waters may be stocked by the Division if there is a signed public
access agreement with the landowner, or if the waters are being stocked as
part of special management effort.

3.4. Role of the Statewide Fish Production System

3.4.1 The role of the fish production system is two-fold. The fish hatchery and
rearing units will provide healthy, high quality fish to meet native species
recovery and management programs; and they will produce fish species to
meet needs of maintaining recreational fishing opportunity.

3.4.2 The Division will manage their fish production system to optimize the best
combination of fish species and sizes to meet management objectives. The
fish production group will provide an estimate of stocks available for planting,
and management biologists will request fish on a priority-based system
through an annual Fish Stocking Schedule approved by the Division of Wildlife
Director to ensure appropriate stocking.

3.4.3 The Division will operate all fish production facilities in a cost-efficient manner
that reflects adherence to fish health requirements and in a manner that
produces and delivers high-quality fish when and where they are requested.

3.4.4 The Division will plan, construct and operate a native aquatic species
production facility at an appropriate location to raise and stock those species
of native aquatic wildlife needed to meet commitments for species recovery
and conservation.

3.5 Diversity of oDDortunity

3.5.1 The Division shall maintain an active program of scientific evaluation of fish
populations, aquatic habitat productivity, effects of stocking and effects of
regulations. This will be coupled with human dimensions information to
manage waters for a diversity of recreational fishing opportunities.

Water-by-water management decisions will reflect the need to provide
recreational fisheries within the new constraints of fish health, native species
management, and the availability of fish species for stocking. Providing
fisheries close to home with a variety of fish species will remain an objective
of the Division.

12
