Photographs that appear to show <br />large degrees of encroachment from the downstream side (note that both pictures of <br />RlCD structures in Mr. Browning's "Attachment 1" were taken from downstream looking <br />upstream) in fact show the anchors of the structures into the banks of the river and are <br />taken from regions of the channel that were widened and excavated to increase the <br />capacity of the existing channel. Therefore; the appearance that the river was <br />dramatically constricted in the offered photographs is, in fact, evidence that the river was <br />widened as part of the excavation in the pools below the structures. <br /> <br />11 <br />
