<br />,.' _t) .c, P"" <br />\...1 ~5 .~ ,-,oJ .(j 0 <br /> <br />Mr. Browning makes the claim that the boating structures "on their own, and in <br />combination with other man-made structures, have been found to cause increased 100- <br />year water surface elevations." (Browning at Paragraph #6.) He further states that the <br />flood danger is further increased if the FEMA model, the governmental record of channel <br />geometry prior to the construction of the Boating Park, is corrected to show more detailed <br />channel geometry for two of the river cross~sections. Several things should. be noted <br />about Mr. Browning's model and his conclusions: <br /> <br />. At no single point has the FEMA channel invert been raised by the work done to <br />create the Boating Park. As mentioned above, this is demonstrated in Mr. <br />Browning's own attachments F and G. All corresponding points surveyed at the <br />Charlie's and D-Hole structures are equal or lower than the FEMA survey. Rises <br />in channel invert correspond only to fish habitat structures shown on Mr. <br />Browning's Figures at roughly station 997680 and roughly station 997140. It <br />should be noted that these structures were not constructed as part of the Boating <br />Park, and existed years prior to the Boating Park. <br /> <br />. Although Mr. Browning states that the Charlie's Hole structure and the D-Hole <br />structure cause increased water surface elevation ("WSE") "on their own, and in <br />combination with other man-made structures" he does not show any models that <br />were made in absence of the fish structures mentioned above, and his statement <br />cannot be supported. Due to lack of comparative analysis without the fish <br />structures, neither of Mr. Browning's Figures at Attachments F and G can be used <br />to demonstrate that either of the RICD structures cause the increased WSEin <br />relation to the FEMA model. The degree of encroachment of the fish habitat <br />structures is apparent in the last Figure ofMr. Browning's Attachment J, which is <br />the only Figure in Attachment J that shows a structure in the perspective of the <br />river channel. <br /> <br />. Mr. Browning makes it clear in his report that the HEC-RAS Model was created <br />using data collected by Emerald Mountain Surveys, Inc. This survey was taken <br /> <br />12 <br />
