"

- 3 -

(-

landscaping practices. The program material in the DVD depicts the
sparing use of water with attractive plants, not just cactus and rock.
The message conveyed is that attractive alternative practices are
readily available that use minimal amounts of water. While changing
behavior is indeed a multi-year process, the goal for this step is to
raise awareness of water conservationlxeriscape techniques, to
create an interest in water conservation, and help develop a new
outdoor landscape attitude that will lead to water conservation
actions that are measurable by the utilities.

Ultimately, outcomes will be measured by a reduction in household
use of water on outdoor landscaping. The effectiveness of this DVD
duplication and distribution effort will be measured by a survey
conducted by the Colorado Foundation For Water Education
(described separately in this dOaJment). We will also assemble
additional information regarding the effectiveness of the DVD
distribution through observations, such as citizen inquiry statistics
assembled by water providers, and the number of website hits on
the landing site for the effort.

C"

The eweB's mission statement is: To Conserve, Develop,
Protect and Manage Colorado's Water for Present and Future
Generations. Distribution of the Xeriscape DVD to every single-
family residence in the area will help educate individual citizens
about behaviors centered in water conservation principles. Adoption
of these behaviors by these citizens can help prolong the effective
economic life of the Denver Basin Groundwater supply. The
agency's responsibilities include water conservation and water
information. This DVD sends information about conservation to
every residence in the area of distribution. The Office of Water
Conservation and Drought Planning (OWeD?) promotes water use
efficiency while providing public infonnation. Here again, this effort
promotes water use efficiency by providing information to the public
through this Xeriscape DVD distribution. The Office provides
financial assistance for water efficiency, and interfaces with other
local agencies to provide public information. This matching grant
effort to distribute a DVD on water wise alternative landscape
practices is a model example of those principles.

Project Scope

The project scope of work for this important effort involves the
following basic tasks:

(

. Task 1 - Prepare the Xeriscape DVD for Mass Production
