<br />- 14- <br /> <br />with water resource conservation in the State of Colorado can use <br />this feedback to determine how future efforts utilizing a DVD as an <br />education and communication tool can be better tailored to produce <br />ever more desirable outcomes. All population projections for the <br />State of Colorado, including the Denver Metro area, anticipate a <br />rapidly growing population resulting in an increased demand for <br />water resources. That is why it is prudent to continually present <br />citizens with lessons on best practices in the use of water, and to <br />include in this grant application an evaluation of the effectiveness of <br />the distribution effort, so that subsequent communications can <br />become increasingly effective. <br /> <br />( <br /> <br />It is likely that as water prices rise significantly, alternatives to higher <br />water bills, such as alternative landscaping options, will become <br />increasingly interesting to consumers. (For example, while the City <br />of Boulder acquired CBT shares in the late 1950's at a cost <br />representing about $2.10 per ac-ft, citizens of the 5. Metro/Douglas <br />County area may be asked to pay $30,000 per delivered ac-ft for a <br />new renewable water supply. This pricing inequality will likely <br />produce a thirst for alternatives to high water prices never observed <br />in the citizens of Boulder.) Douglas County will likely become a <br />statewide leader in water resource conservation education and <br />communication. This DVD distribution helps the area take a step in <br />that direction. We look forward to sharing what we learn from this <br />and other efforts with all residents of Colorado. <br /> <br />( <br />\ <br /> <br />The independent survey by the CFWE is part of a larger ongoing <br />effort to evaluate the effectiveness of the DVD in meeting its stated <br />objectives. Additional information regarding the CFWE evaluation <br />and these other efforts follows: <br /> <br />a) The survey by the CFWE that immediately follows the distribution of the DVD <br />will be designed to gather information regarding three basic aspects of the <br />DVD's effectiveness. As stated above, they are: 1) did the recipient review the <br />DVD? 2) was the information useful? and 3) do they intend to pursue <br />xeriscape as a means to beautify their landscape and conserve water? <br />Accurately measuring the intent of a select group of individuals is a <br />challenging effort. Recognizing this, CFWE will work with nationally <br />recognized statisticians to develop a unique evaluation model for this effort. It <br />will include the appropriate sample size and geographic representation, <br />establishing the necessary evaluative criteria, and accurately interpreting the <br />survey results. <br />b) Tallying "hits" to the "landing site" established on the Internet. The <br />communications efforts associated with this distribution will be designed to <br />drive all requests for information to one website. If the site gets ten hits during <br />the period of the distribution, a certain level of success can be assigned to the <br /> <br />( <br />\. <br />
