\.

- 13-

(-

a statistically valid representation of the distribution area and will be
geographically representative. The survey will be designed to gather
the following infonnation:
. Do they recall receiving the DVD?
. Did they view the DVD?
. Did it add to their awareness of the need to conserve water?
. Are they currently applying water conservation techniques identified in the
DVD?
. Do they intend to pursue any of the water conservation techniques
presented?
. Was the DVD useful in identifying resources available to assist in achieving
water conservation related to landscaping?

Don Glaser, Executive Director of the CFWE, will coordinate the
design and implementation of the feedback loop. Mark Shively will
be responsible for coordinating communications between Mr. Glaser
and the DCWRA.

('"'

While the effectiveness of the DVD distribution effort will be
monitored and evaluated by the Colorado Foundation for Water
Education, it is acknowledged that this sort of monitoring and
evaluation effort has not been part of the prior efforts of the
Foundation itself. Mr. Glaser fonner1y served as a director of the
National Fish and Wildlife Foundation and in such capacity
established an evaluation program to detennine the effectiveness of
over $200 million of grants awarded by NFWF. Through this
experience, he accumulated the skills required to design, administer,
and analyze the results of an evaluation of the effectiveness of a
range of water related grant programs with direct application to the
DVD distribution proposal. Mr. Glaser will tap his network of
professional contacts for pro bono assistance with the design of a
survey of recipients of the DVD to detennine the extent to which the
project achieved its stated objectives. While this pro bono
contribution is not claimed as in-kind contribution in this grant, these
top shelf volunteer efforts will save the effort thousands of dollars.

i
\

The CFWE portion of the of the overall evaluation effort will focus on
three issues of interest: 1) did the recipient view the DVD, 2) was the
infonnation useful, and 3) do they intend to pursue xeriscape as a
means to beautify there landscape and conserve water. CFWE will
work with nationally recognized experts in evaluative techniques to
design the evaluation model. The DCWRA and CWCS staff will be
included in the process that assembles the evaluation project, but
the work of the CFWE will be independent of these organizations, so
as to produce objective results describing the effectiveness of the
distribution effort.
