<br />(c) Estimated water savings goals to be achieved through <br />implementation of the Plan: <br /> <br />Although it is difficult to determine anticipated water savings prior to completion <br />of the water conservation plan, ELCO will target water use areas that currently <br />use the most water. Two areas ELCO believes will impact water savings the most <br />is leak detection and repair and water conservation measures for commercial <br />users. Historically, conservation efforts within the District have been targeted for <br />residential use. ELCO believes that commercial water savings has high potential. <br /> <br />Through the conservation measures listed below and others, ELCO targets a water <br />savings of 5%-7% in its overall use. Current per capita water use is 153 gpcd. <br />These water savings goals would reduce per capita usage to 142 gpcd - 145 gpcd. <br /> <br />Indoor Water Conservation Kits <br /> <br />Free indoor water conservation kits were first made available to all ELCO <br />customers in 2003. The District used its website, newsletters and billing <br />message option to inform customers that the kits were available. ELCO staff <br />delivered conservation kits to some customers. Others elected to pickup their <br />kit at the District office. Conservation kits were also promoted at the <br />receptionist desk. The kits each contained: <br /> <br />four leak detection tablets for use in identifying toilet leaks <br />one low flow shower head (2 gallons per minute) <br />one kitchen "flip lever" faucet aerator <br />two bathroom faucet low flow aerators (1.5 gpm) <br />installation instructions and educational information (see attachment #3) <br /> <br />The kits were installed by 157 single family customers in 2003. During the <br />winter months (December 2003, January, February, March 2004), the average <br />monthly water demand of the 157 customers that installed conservation kits <br />was 4,538 gallons. During the same winter months the prior four years, the <br />average monthly water demand in the same 157 homes was 5,330 gallons per <br />month. Data indicates that customers installing indoor conservation kits <br />reduced their indoor water use by 14.9%. Based on census data that indicates <br />the average household in ELCO's service area has 2.58 occupants, the per <br />capita savings realized through installation of indoor water conservation kits <br />was 10.1 gallons per day. Additional free indoor conservation kits have been <br />distributed to ELCO customers in 2004,2005, and 2006 with the assumption <br />of similar water savings as experienced by the initial group. During 2005, 210 <br />single family customers installed indoor water conservation kits. Kit <br />distribution data is not available for 2004 or 2006. <br /> <br />6 <br />
