The indoor water conservation kits will be promoted again in 2007. Kits will
be available to commercial as well as residential accounts. To increase the
level of awareness, a newsletter will be sent to all customers along with the
water bill in early 2007 announcing the availability of "Free indoor water
conservation kits". A press release or paid advertisement in the North Forty
News and the Fort Collins Coloradoan will be used to make customers aware
ofthe conservation kits. The North Forty News is a free monthly publication
that is distributed throughout ELCO's service area. The Fort Collins
Coloradoan is a daily paper serving the region.

The receptionist desk will be used more assertively to encourage installation
of indoor water conservation kits.

The goal for 2007 is to distribute kits to 1,000 single family residential
accounts and 500 commercial accounts with an expectation of each site
reducing its indoor water use by 14.9%.

Sprinkler System Audits

During 2002 and 2003, ELCO hired independent contractors to perform
sprinkler system audits for its customers free of charge. Sixty-eight audits
were completed. Data indicates those homes reduced water usage an average
of 4.34%.

Currently lawn watering audit kits are available for customers interested in
evaluating the efficiency of their sprinkler system. The kits contain 12 "catch
cans", run-time worksheets and instructions.

Sprinkler systems audits will be made available in 2007 and will target high-
use commercial as well as residential customers. Staff will mail letters to
customers requesting their participation.

Distribution System Efficiency

At the end of2003, District records indicated a 25.66% unaccounted for water
use within its system; a record high.

In 2004 25% of the District's water transmission and distribution system was
surveyed by technicians working for Hughes Utility Services Group. In 2004,
a total of 12 leaks were identified and repaired. The contractor's estimate of
losses through leaks discovered in 2004 was 213,120 gallons per day. In 2005
another 30% ofELCO's water system was surveyed by Hughes Utility
Services Group. Coincidentally, another twelve (12) leaks were pinpointed
and repaired. The estimated water losses through these leaks were 67,320
gallons per day. During 2006 Hughes Utility Services technicians spent
thirteen days surveying 73 miles, (34%), ofELCO's transmission and

7
